1) Being racist isn't actually illegal, as long as you aren't causing harm. Of course if they want to convict him, they'll say he was "inciting violence" or some other nonsense. (Or maybe in the UK expressing racism is plain illegal; I dunno.)
2) So the racist comments on his Facebook were all well and good until he insults the royal family, then all of a sudden it's an issue? If he insulted, say, a fry cook would be suddenly be under investigation for racist? What if he insulted a cricket player?(As per your comment, this guy does sound like the British version of Cletus, huh?)

- I don't think it's a legal thing - it's an Army thing. There are views that he's basically not allowed to express in any way if he wants to stay in the army. Although I'm just guessing - I think 'incitement to racial hatred' is now on the books.
- I don't know that the story hasn't been turned around - perhaps they were investigating the racist comments and found the other? Or perhaps it's just that when he drew attention to his Facebook page, the racist comments were noticed for the first time.

It's ornamental duty - there's a company just for that, so he's not a real soldier.
