You get somebody to build a product around your "Express" edition, and when they hit it big, they pretty much have to buy your product sooner or later. It makes less sense for something like a SQL database, since those are pretty interchangeable, but I can definitely see the value to Microsoft for having it.
Amazon AWS has also started a "basic free level" for all of their services, presumably for the same reason.

A workaround would be to upgrade to SQL Express 2008 R2, where the limit is 10GB (assuming it works with CS).
