Notification icon does not display any notifications (Connection issue)

Issue: Blue notification icon is displayed, but when clicked no data is displayed

Repro:

1. Get a new notification
2. Drop your connection
3. Click the notification tab
4. Receive no notifications

Expected behavior:
A. Display cached notification data (It's already updated the bubble!) - Most desirable (Potentially with a 'connection issue' warning)
B. Hide blue notification if data is unavailable
