Misplaced notification counter

Has the CSS changed lately? (I'm using the default theme.) The notification counter has moved to the right, so that it is partly over the chat button instead of the notification button:
This leads to my clicking the chat button instead of the notification button when trying to see my notifications.

Also, scrolling with the mouse wheel (at least on the main topic page) dismisses the notification pop-up. It didn't used to do that. It's annoying, because I very often scroll with the pop-up open while looking for the topic to which the notification applies.
