What the hell for?
Old computers. Please remember that many people hold on to stuff while it works. Our family owns two laptops from the Vista era and a desktop from the XP era. All of which run newer and supported OS-s but they are 32-bit machines.

In theory I might; after all, my convertible is still a Windows machine even if it's on Windows 10 Home 32-bit. (In practice I consider CCleaner garbageware.)

It may be that the new questions involve why 16-bit programs don't work on a 64-bit OS without having a VM in between.
It's a hardware limitation. X64 processors running in 64 bit mode (which they need to do if they're running a 64 bit OS) physically can't run in 16 bit mode.

@jaloopa So the 32-bit VMs on 64-bit machines use virtualization for 32-bit mode and outright emulation for 16-bit processes, right?

I've got one of those. Tried to upgrade to 10. It's still on 7. Lenovo x61 (the laptop with the screen that swivels to become a tablet). Convenient machine for friends who "oh I forgot my laptop, can I borrow yours?".

And the taxes were being raised in order to fight a war with the French in Canada IIRC.
