Issue / task tracker

At my work, we are looking for an issue / task tracker. Not just software-related.
Some things we need:
- License for at least 10, preferrably at least 20 concurrent users
- A nice dashboard to see everything assigned to you, across all projects
- A way to have finished tasks / solved issues reviewed by someone else before they are closed
- No cloud solution, we want to have it on our own server (which runs Windows)
- Preferrably cheap
JIRA seems to tick all the boxes. It just feels a bit clumsy in handling (many clicks needed for simple tasks). And the basic version allows only 10 users.
OpenProject looks nice, but it's a hell to get it installed, especially if you don't run it on Linux and/or you don't want to have it in the root of port 80 of your web domain.
Other suggestions?

@grunnen If you're already using TFS for source control, TFS work items might do the trick. If you're not, then don't bother, it's not going to qualify as cheap.
As you say, JIRA seems to tick all the boxes. But as someone whose experience lies entirely with .NET/IIS, I thought it was hell to get it installed. Maybe if you already have JVM/Tomcat experience it's not bad, though.
(JIRA's got the opposite problem of what you mentioned for OpenProject: getting it to run in port 80 instead of some random other port is hard. As is getting it to run HTTPS natively. And I think that "hard" might become "impossible" if you want other stuff on port 80/443 on the same server. We ended up leaving Tomcat running on the original port 9000, and using IIS as a SSL-enabled proxy on the desired port/domain name...)

If slant's user recommendations are to be trusted, you should look at Jira, Redmine and Fossil.

We use youtrack for some projects and JIRA for others. I love JIRA's integration with BitBucket.

You'd probably love YouTrack's integration with TeamCity. ;)

I like to use its keyboard shortcuts (press '?' to see them) though that might just be me.
Also, there are multiple ways to view issues: boards, backlogs, releases and the issue search tools. Some might take more clicks than others.

I used it as part of Visual Studio Team Services for a while (basically TFS in the cloud). Main trouble was finding stuff based on keywords, and the filter tool also didn't feel intuitive.
In the end we ignore the work items part of VSTS and just use a cloud-hosted JIRA for tracking tasks and issues.
