Feature request: make quoted image macros turn into plain text

Because quoting whole images is stupid, and replacing it by hand is also stupid.
Considering all the memes in the whole internet use single font, applying some very basic OCR should be enough.

@Gąska I wanted to reply with a specific Syndrome macro that has captions overlapped to the point of being unreadable, just to prove a point. But I can't find it, so all you get is these words of defeat.

@coderpatsy having a feature that works 90% of times and the other 10% don't really affect usability is better than having no feature.

@coderpatsy OCR have evolved a lot in the last years, with normal image macros you can get 99%
But if you want something ready to use and free with little effort I think there isn't anything good.

@wharrgarbl it's free to use manually - the API part requires you to sign up with your credit card. I don't think automating the manual interface is allowed by ToS.

@ben_lubar any idea how many images we upload in a month? We could just stop doing it after the 1000th anyway.

I just found this: https://ocr.space/ocrapi - it managed to get the meme above almost right. And they don't ask for credit card.
Now I want to make that plugin.

@Arantor I'm curious about the actual number of uploads. To minimize it:
- trigger only on the first time it's quoted
- use image fingerprinting and don't process the same image twice

@wharrgarbl it might be worth asking @ben_lubar how many uploads were done each month for the last three months to get a reasonable figure for that.

@Arantor if we OCRed only the images when quoting, and ask the user each time, and saved results for later use, the only problem would be trolls deliberately hitting limit. We could detect these "power users" and ask them for their own API keys.

You know what else would be annoying? If it tried to OCR pictures that definitely have no text in them.
Instead of popup dialog, there could be a button in editor, between iron cross and trapdoor. Less invasive, less discoverable.

And while we're at it, make the icons on the buttons even smaller (they still seem to use about a third of the height/width, E_NOT_ENOUGH_
WHITESAFE_SPACE). And mix a few more unrelated and confusing actions in there, such as move the ? in the compose window itself next to the ! in the list of buttons (that would go well with the iron cross).
