So if the forum decides "NEW downvotes public", then can we make the logic be something like:
actualDownvotes = (user.isAdmin ? downvotes : downvotes.since(#2017-04-01#); downvoteCount = count(actualDownvotes); ShowVotes.Visible = (user.isAdmin || (forumSettings.Enabled && userPref.Enabled && downvoteCount > 0));

That defeats the point of public downvotes.
Saying to everyone "alright, after THIS DATE, there is no expectation of downvote privacy" is different.

I don't think it does if you take peer pressure one way or the other into account, letting the community set a general expectation as to whether regulars should have that on, while still allowing those who are new or recalcitrant to do what they want.
But no way to find out which one of us is right, really. shrug I just think it meshes well with the oft-repeated sentiment I've seen thus far of "I don't care but don't want to force it on others."

But it maintains the expectation of privacy for those who want it, while also allowing public knowledge of downvotes for the rest.

Edit: In all seriousness, while I am a-ok with downvotes being public if upvotes are public as well, in generell I don't think having either of them public is a good idea for the community. Also, I object to downvotes becoming public retroactively, on principle. Thats just bullshit, you can't just pull away the curtain of anonymity retroactively because "you had nothing to hide, did you?". I bet there are at least half a dozen psychological effects, thought experiments and philosophical arguments related to this arguing the pros and cons and discussing and explaining the difference, but really, you don't need half a brain to see how this would be a bad idea.

That sounds like the most confusing change possible.
We should just ditch up and downvotes and go the "you can associate any emoji to a post"-route that modern websoftware likes so much. (those should be public, though :) )

Fine, change the schema so it has a downvoted date. Hide when downvote_date is null (for legacy posts) OR before cut_off_date

Downvotes are somewhere between zero and slightly negative value. I'm okay with a chilling effect being applied to them.
I think if there is a chilling effect at all it will be immeasurably small.
I also think if you're worried about a chilling effect you might be taking TDWTF forums too seriously.

It can also be read as "you're being a jackass, but your post doesn't warrant a flag."
ETA: That actually tends to be what a lot of my downvotes mean lately.
