Probably why they did it that way.
I come from the application/MSI world where version number comes first.

They are distributed by Windows update, they could refuse to include it if the version number doesn't match what is expected.
Stop finding excuses for that broken system

Likely scenario: Manufacturer has generic version they supply MS. And specialized version they provide with their 345MB installer. User has special version installed. Bug fixed in generic and shipped to MS. Updates happen. User screwed.
Now if the manufacturer authored the (both) drivers properly, the special one would come up as a better match. What are the odds...

Well, yeah. But how else can they convince you to install that other 344M of ad-riddled crapware without the "enhanced" driver???

Well sure, otherwise Chrome-dev-wannabe third-parties would always win over Microsoft-wannabe third-parties because they'd release a new crappy version every week instead of a decent one every year.
