Hmmm, ok. The link button is greyed out, so I assume I'm not allowed to create a link.
However, If I click html and type html code to create a link, it works.

You have just neatly demonstrated the difference between server-side validation and client-side validation. It is clickable (although I didn't try to click it.)
Somehow I don't think the hypothetical spammers are using the crappy client-side editor.

Did you select the text you wanted to link first? The Link icon "ungreys out" when there is a selection in the editor (at least for me). This is a TinyMCE-ism: I use it in CMSs but have made a plugin for it to make internal links without having to select something first...

Upper case 3 is typically # for Americans, (though it may be £ for UK, or +, §, or any number of other representations, depending on your native language.)

Please don't confuse "upper case" with "the character that I get when I hold down shift and press <button name>"
