Can't find the article in question, but I bet the preview text is generated from the first sentence of the story. Timothy who? The most common refrain speaks volumes blah blah blah.
Not really a wtf. Not even a mistake.

I think you could argue that a system that generates such a tooltip is less than optimal, but it's not really Worse Than Failure.

Did you even look at the title of the article? For me, the correspondence between the words "lack of fame" and the hover text indicated a WTF level of zero.
