Look, it has retarded scoping, typing like a liquified jelly pudding and a few syntax quirks, but it's okay for most things.

Also, it has quite the variety of [url=http://nl.php.net/manual/en/book.errorfunc.php]error handling[/url] options.
I'm not saying PHP is the greatest language ever or that it should be used outside of a webserver environment, but for that I think it's quit okay. You can do a lot of stuff rather easy, it's okay for your first programming steps and almost every webhost supports it.

None of which apply to anything PHP considers fatal. Which is anything that isn't a warning.

You can do pretty much anything you want with every E_X with a custom error handler .Also you can adjust the treshhold with error_reporting. You can even make them the somewhat-equivalent of exceptions because you can create your own.
Honestly, I think PHP's error/exception capabilities might not be ideal, but are enough for more than 95% of the users. Those other 5% should and usually do look for more enterprisey solutions like JSP or ASP.NET
