Works for me too if I save and then upload. Used to work when pasting directly from snipping tool.
Which apparently works now too.
I don't know, I logged out and back in, started a private session and nothing was working.
Maybe it just doesn't work in the OP?

I think that's exactly right, it doesn't work if you don't select a category first.

It's an unfortunate design choice. Permission to upload things is per-category, even though uploads to one category can be used in any other category.
