Actually, unlike FAT12 and FAT16, FAT32 doesn't place an arbitrary limit on the total number of files/directories in the root.

Looks like it's probably a case of a function failing to call SetLastError(). I see this occasionally from Windows API functions, resulting in WTFs like "Error: No error" and "Error deleting file: The disk is full".

You can actually get something very similar if you're deleting to Recycle Bin, becuse for some reason files are copied there instead of moved.
