Why does the URL change as I scroll through a topic?

small but unnecessary, you can hack this so it replaces state once just before you navigate away

Works exactly the way I expect. Hitting back takes me into the topic where the page had been loaded previously, like with every other site when the URL ends with (or effectively with) an anchor point.
Also, I don't use the navigation buttons much in general, and on Discourse, I just switch from topic to topic or to the latest topics screen.

So why isn't this an option/the standard? So you don't spam up people's histories, which does interfere in some browsers (Safari for sure).

So the URL correctly represents what is on your screen, if you copy paste the URL at any time, it is always correct. URLs are the primary unit of action on the web, and the expectation is that the address bar in the browser accurately represents where you are on the web.
If you want a user script, that's a good idea, go for it.
