Yes. I addressed this sort of thing in a later reply to someone else. This is a problem with giving out admin privileges.

:link means "only anchors that are links", which would remove <a>blah</a>. :not([href^="#"]) blocks any links that start with #, which is tags. That way, only links that do something will be underlined.
